Cramer Statement on Planned Parenthood Abortion Practices
WASHINGTON, D.C. – Congressman Kevin Cramer released the following statement following the release of a video revealing the Planned Parenthood Senior Director of Medical Services discussing the sale of fetal body parts. The sale of fetal body parts for profit is illegal.
“The protection of life is essential to preserving a free society. As a father and grandfather, it troubles me to know any child experiences such an excruciating death before knowing all the joys of living. The video exposing Planned Parenthood’s brazen and callous discussion concerning the harvesting and selling of fetal body parts is disgusting. I am glad Speaker Boehner has called for Congressional investigations into Planned Parenthood and their activities,” said Cramer.

Congressman Cramer cosponsored H.R.217, the Title X Abortion Provider Prohibition Act, which prohibits the Department of Health and Human Services (HHS) from providing federal family planning assistance to an entity unless the entity certifies that, during the period of assistance, the entity will not perform, and will not provide funds to any other entity that performs, an abortion. This prohibition excludes an abortion where: (1) the pregnancy is the result of rape or incest; or (2) a physician certifies that the woman suffered from a physical disorder, injury, or illness that would place the woman in danger of death unless an abortion is performed, including a condition caused by or arising from the pregnancy. Also excluded are hospitals not providing funds to non-hospital entities that perform abortions.
In the case of Title X “family planning” funding, the law explicitly states that these funds are barred from being used for abortion directly, and are not supposed to be used in “programs where abortion is a method of family planning,” yet organizations like Planned Parenthood continue to receive hundreds of millions of dollars in taxpayer dollars to subsidize its abortion business.
While abortion providers continue to claim that “no federal funds pay for abortion,” audited financial records show no meaningful separation of funds to ensure tax dollars do not subsidize its abortion practices. Planned Parenthood has been found to use federal funds to support the services and products rendered in connection with abortions, including office visits, ultrasounds, Rh factor tests, and lab work.
On May 13, 2015, Congressman Kevin Cramer joined a majority of colleagues in the U.S House of Representatives to pass H.R. 36, the Pain Capable Unborn Child Protection Act. This bill, co-sponsored by Congressman Cramer, would prohibit abortions from being performed 20 or more weeks after fertilization. In addition, the legislation would provide protections for infants born alive and would provide women with a civil right of action if a healthcare provider fails to comply with the law. Nearly a dozen states, including North Dakota, have passed similar legislation.
